Pain & the others are "antagonists" who aren't necessarily outright evil, unlike the coldhearted, jealous, power-driven villains like Danzo. As Tsunade said, he's pure heartless guy + not only shisui & itachi but I hate him for practically killing Sai from the inside (iykwim). I don't think we can ever sympathize for the guy but Pain? Hell yes. Naruto has some hella good written antagonists like Pain.
